We Will Strictly Import Waste Plastics

At present, China has become one of the world's largest waste plastic recycling countries. Waste plastics provide the support of high quality and low price raw materials for China's industrial development. As a large manufacturing country in the world, China's import dependence on oil is close to 60%. As a large consumer of plastics in the world, China's import dependence on plastic materials is close to 25%. However, over the years, the illegal entrapment and smuggling of foreign garbage have posed a serious threat to China's ecological security and people's health. Therefore, prohibiting the import of waste plastics that do not conform to the standards and strengthening the recycling and utilization of domestic waste plastics are important measures to reduce environmental impact and enhance sustainable economic development.

The comprehensive utilization of waste plastics industry in our country has been smaller enterprises, industry concentration is not high, the processing using single way, technology and equipment, the overall technological level is not high, short industry chain, low value-added products, a series of problems such as low level of pollution control and supervision. As to prevent the entry into the country the garbage series and industry regulation efforts to strengthen the implementation of the policy, a large number of "messy" out of control or enterprise, enterprise pollution control level, processing mode in park to the central circular economy and the modern transformation. The implementation of the series of policies against foreign garbage entry has effectively promoted the sound and standard development of China's waste plastics industry.

Before 2017, China imported about 7 million to 9 million tons of waste plastics annually, and the annual domestic recycling amount was 12 million to 20 million tons. According to the data released by the general administration of customs on January 24 this year, China's import volume of waste plastics in 2017 reached 5.82991 million tons, a decline of 20.7 percent over 2016. Imports of recycled PE, PET and other types of waste plastics with high import dependence have also dropped significantly. With the gradual implementation of China's ban on the import of waste plastics and other relevant policies, China's comprehensive utilization of waste plastics industry will gradually turn into a new stage of development focusing on the processing and treatment of domestic waste plastics.

However, at present, China's policy of importing waste plastics and guiding the green development of the industry are still facing many problems, which need to be solved urgently.

First, the import solid waste identification system and licensing standards are not perfect. Due to imports of waste plastics is more difficult, customs, quality inspection departments in law enforcement and appraisal agencies in the process of attribute decision, solid waste to the waste plastics are the source or sources of industrial life, waste plastics processing granulation junior oral goods or solid waste problems such as difficult to grasp.

Second, it is difficult to supervise the comprehensive utilization of imported waste plastics. Plastic products are widely used in all kinds of industrial production and residents' life. Therefore, it is difficult to realize the whole process supervision of the production, circulation and reuse of waste plastics because the sources of waste plastics are numerous and complex. The recycling process of waste plastics is relatively simple, and there are many ways to supply materials. In addition, at present, the industry is managed by multiple departments, each of which has its own section of management. The management has not formed synergy, which makes it difficult for the industry to supervise and enforce laws.

Third, the current waste plastics classification and recycling system cannot meet the industry transformation needs. China's current waste plastics classification and recycling system is relatively backward, and the quality, scale, standard and efficiency of waste plastics classification and recycling are relatively low, which is difficult to support the needs of industry transformation and development.

For the above problems, the author puts forward three Suggestions on the management system and industrial policy optimization of China's waste plastics import. First, we will unswervingly and continuously strengthen the import management of waste plastics. We will implement a stricter management system for the import of waste plastics. We will shut out those plastics that do not meet the standards and focus on fighting illegal smuggling. We will clarify import licensing standards for waste plastics after granulation, and improve standards and methods for the identification of imported solid wastes for customs enforcement. We will establish a good communication and coordination mechanism for relevant departments, such as the ecological environment, customs and quality inspection, to carry out systematic management and form a joint force for law enforcement.

Second, vigorously promote the import of waste plastics life cycle of the whole process of supervision. Based on material flow tracking guidance, from imported waste plastics production, storage, transfer, processing, handling and disposal of link in the whole process of supervision, with the help of information technology means to enhance the level of industry environmental monitoring, etc. We will strengthen the industry green design management system, set up a green evaluation system for the whole life cycle of plastic products, and extend the responsibilities of producers, distributors and consumers. We will further strengthen industry oversight and environmental protection oversight, intensify environmental law enforcement, and promote the survival of the fittest and healthy development of the industry.

Third, efforts should be made to speed up the construction of domestic waste plastics recycling system. We will optimize the distribution of the waste plastics industry and encourage the industry to reshape the supply chain of domestic renewable resources so as to realize local recycling of domestic waste plastics resources. We will continue to improve the quality and standards of domestic waste plastics classification and recycling, upgrade the level of waste plastics classification and treatment technology, and guide the transformation and development of the domestic waste plastics recycling and utilization system. In addition, it is suggested to implement government financial subsidies and preferential tax policies for domestic waste plastics recycling industry.
